Charter
of "Lions" Welfare fund of the socially not protected layers of the population.
1. GENERAL PROVISIONS
1.1. Welfare fund of the socially not protected layers of the population "Lions", hereinafter referred to as the Fund, is a membership free charitable nonprofit organization set up by individuals, on the basis of optional financial contributions, for the purpose of providing help and support to socially not protected layers of the population.
The full name of the Fund in Russian: Благотворительный фонд помощи и поддержки социально незащищённых слоев населения "Лайонз".
The short name in Russian is: БФ ППСН "Лайонз".
The name of the Fund in English: Welfare fund of the socially not protected layers of the population "Lions".
1.2. In attainment of its objectives, the Fund acts on the basis of Constitution of the Russian Federation, the Federal Law "On Nonprofit Organizations", the Federal Law "On Charity and Charitable Organizations", the Civil Code of the Russian Federation, other laws and legislations of the Russian Federation and the present Charter.
1.3. The Fund is a legal entity, it owns property and accounts for its engagements with its property, it may acquire and enjoy rights of property and personal non-property rights in its own name, have responsibilities, act as a plaintiff or a respondent in court.
The Fund has its own balance, settlement and other accounts, including a foreign currency account, a common seal with its name, stamps and headed paper.
1.4. The assets transferred to the Fund and its founders are the property of the Fund.
The founders do not account for the Fund's engagements, and the Fund does not account for the engagements of its founders.
The founders and the managers of the Fund's assets may not use the Fund's assets in their own interests.
1.5. The Fund uses its assets for the purposes defined in this Charter.
1.6. In case the Fund's gains exceed its spendings, the difference is not to be distributed among the founders, but is to be used for the purposes, for which the Fund was set up.
1.7. The Fund's location is: Novy Zhykovsky Proyezd, 3, office 58, 125167, Moscow.
2. OBJECTIVES OF SETTING UP THE FUND
2.1. The Fund was set up for the purpose of accumulation of assets by way of optional financial contributions and other donations permitted by law with the view of providing help and support to socially not protected layers of the population. The fund:
- provides help to socially not protected layers of the population (children, disabled people, pensioners and people sentenced to confinement);
- provides help in social and medical rehabilitation of drug and alcohol addict people;
- provides food and medicines to those who need such help;
- provides financial help to children, refugees, homeless and destitute; supports the measures aimed at cooperation with the law enforcement bodies, governing bodies and organizations, religious and other social organizations engaged in actions aimed at prevention of alcohol and drug addiction among the population;
- supports the measures aimed at prophylaxis, healthcare and promotion of healthy life style;
- supports the sphere of physical culture and popular sports - effective ways of preventing drug and alcohol addiction;
- organizes training courses, seminars, lectures and consultations devoted to conflict free cooperation, self regulation, relaxation, stress and tension elimination;
- supports activities concerned with health protection;
- supports activities concerned with organization of cultural events, entertainments and leisure activities;
- supports measures aimed at organization of out of door and in door sports events or both, professionals amateurs;
- performs projects, independently or in cooperation with other interested states, enterprises and people, for the purpose of attaining the Fund's objectives;
- assists in establishment of liaisons with charitable organization in CIS and other countries, takes part in charity, gives publicity to the results of the Fund's activities in Russian and foreign editions and mass media; the Fund provides financial support to socially useful projects and events with its own funds, borrowed funds and the gains received by way of making deposits with banks and other financial organizations, by way of assets management, as well as from other sources permitted by law.
2.3. The Fund has a right to be engaged in business activities aimed at socially useful goals, for which the Fund was set up, if the activities conform with these aims.
The Fund may set up enterprises for the purpose of accumulation of assets required for the Fund's objectives. The Fund may not have a share in enterprises set up in cooperation with other parties.
2.4. The Fund carries out certain types of activities, provided for by the law, for which it has a license.
